Zenith’s Quality Assurance Program

All Zenith quality assurance and quality control plans (QCP) are developed through our highly stringent, company-wide, Quality Management System (QMS). The primary goal of the QMS is to achieve and sustain effective coordination, standardization, optimization, and integrated quality assurance and quality control (QAQC) procedures across all department and program functions within the company.

Our Contract Managers and their teams are focused on achieving the customer’s program needs and continuously improving the quality process in order to ensure the highest level of performance is delivered to our customers. In order to achieve this objective, we provide personnel capable of ensuring that quality control standards are at the forefront of their performance and sustainable throughout the life of the contract. This level of commitment ensures that ALL quality assurance and delivery control measures are aligned with the specific delivery processes necessary to effectively support the Seaport-e program requirements. Our quality control program and ISO 9001:2008 designed management system will provide a plan tailored to the needs of the Seaport-e requirements. The purpose of this plan is to:

  • Outline Zenith’s Organizational quality standards, policies, and best practices
  • Identify the Quality Control tasks required for establishing processes, plans, and procedures; establishing controls and measurement methods; performing inspections; conducting evaluations and validations; taking corrective actions; monitoring customer feedback and continually improving program processes
  • Describe the quality management approach that:
  1. Ensures continued QCP development and adherence
  2. Captures contract performance metrics
  3. Ensures quality technical, schedule, and cost performance Task Order (TO) execution
  4. Defines the quality management business processes
  5. Identifies the documentation and the references upon which this QCP is based

Our Standards and Best Practices (SBP) policies, procedure documents, and tools govern the organizational QAQC policies, processes, and procedures. As stated, Zenith applies the ISO 9001:2008 standard as the overall model for its QMS and supplements that standard with other models, methods, and tools including the Project Management Body of Knowledge (PMBOKv4), IT Infrastructure Library (ITILv3), Lean Six Sigma (LSS), and the Earned Value Management System (EVMS), tailored appropriately to meet customer and business requirements.

Our approach to providing quality is simple, easy to understand, and effective. It consists of two interrelated parts. First, we use a series of our own corporate policies, procedures, and written Quality Control checklists tailored to the Seaport-e Task Order PWS requirements and Standard Operating Procedures (SOP) to ensure the highest quality services are delivered. Second, we use a dynamic inspection and response system to facilitate continuous process improvement. The purpose of our dual approach is to identify potential problems and deficiencies and correct them before they can occur. Our QMS approach provides a series of repeatable processes that drive continuous product and service improvement by linking management and technical standards and the processes they govern with the QAQC procedures.

Zenith is committed to implementing a complete QCP that ensures the highest quality and most consistent services are delivered. The accepted version of this QCP, once ratified by the Contracting Officer (CO), is continually updated and maintained, with approval from the CO, to ensure an effective and efficient quality control program remains in place for the life of the contract. Our QCP, as implemented by our trained and experienced program staff, identifies potential and actual problem areas in providing services against task requirements. It also includes processes for initiating corrective action (within defined time periods) when actual problems arise. The Quality Assurance Manager (QAM) provides direct support to the program management staff, making sure that all customer performance and quality delivery standards are in compliance.
